Mission
1. To provide a venue/space for community art (VOCAS) in Baguio in honor of the late painter Victor Oteyza who is one of the co-founders of The Original 13 Modern Artists and a relative of the donor of the art space
2. To open windows to the earth-friendly world-views and lifestyles of ancestral Filipino traditions by creating such a venue for culture-bearer art (VOCAS)
3. To awaken the people of Baguio towards nurturing their cultural heritage proudly and regard it as a contribution to global culture
4. To rekindle the Indigenous Knowledge Systems and Practices (IKSP) through art (culture-bearing art) in Baguio and inspire Baguio artists towards an art that is ecologically and socially relevant and contributes to global survival
5. To promote an art that is based on the oral and non-verbal Filipino traditions (especially of the Cordilleras) and rekindle these before they disappear in today’s increasingly globalized culture
6. To encourage the production and distribution of art by Baguio and Cordillera artists and to link these artists and their art to national and international art institutions, event organizers and art galleries
7. To do all these by holding at VOCAS regular art exhibitions, jam sessions, film sowings, theater/music/ballet/dance performances, literary events, Senior Citizen’s events with Cordillera rhythms and dance, public lectures and symposia, mini cultural festivals and other, similar events and invite to/involve Baguio schools of all levels in such VOCAS activities
8. To hold regular workshops on art/craft/music/dance/performance/filmmaking facilitated by Filipino culture-bearer artists
9. To develop outreach programs throughout Baguio and the Cordilleras where art based on ancestral traditions is explained/taught by VOCAS artists to schools and interested groups
10. To offer Artist in Residence programs with exhibitions, as well as developing a grant making program for Baguio artists

General Information
VOCAS is a nonprofit Art Center at the 5th floor of the L'Azotea Building on 108 Session Road. It was created by Filipino independent filmmaker Kidlat Tahimik. Originally the structure was meant as a film set about Magellan's slave Enrique de Malacca, whom Kidlat Tahimik sees as the first man to circumnavigate the world. In Kidlat Tahimik's multi awarded film BALIKAYAN # 1, Enriquez de Malacca hails from Ifugao and lived there before he accompanied Ferdinand Magellan on his journey. Therefore, the Art Center has a small Ifugao village at the Session Road side and Galleon structures on the Burnham Park side.
Products
The ambiance in VOCAS is like no other in Baguio. It has an eco system with a fishpond, plants and trees and a gorgeous a view over Burnham Park.
Every six weeks VOCAS opens shows by Baguio and other artists. The openings come with free Oh My Gulay (OMG) vegetarian Food and usually with performances.
There is free wifi with OMG food consumption.

VICTOR OTEYZA COMMUNITY ART SPACE
is an art hub right within the Central Business District of Baguio City, It is named after Victor Oteyza, (b. 27 July 1913 -- d. 1979), one of the13 artists in the 1950s who pioneered in Philippine Modern Art. This art movement in post-war Ermita in Manila included H.R. Ocampo, Victorio Edades, Cesar Legaspi, Luis Tabuena, Anita Magsaysay-Ho, among others whom the only Baguio boy was Vic.
The VOCAS Gallery was built by his descendants-- specifically, the Father of Philippine Indie Film, KIDLAT TAHIMIK-- to honor the memory of Uncle Vic, who is a brother of the late actress Lani Oteyza (a.k.a. Gene O. de Guia, Baguio's first woman mayor).
Located right at the heart of the busy Central Business District of Baguio City, the VOCAS Gallery was designed to host visual arts exhibits, original music concerts, homegrown theater and literature, local films, and traditional art from the Igorot culture. This art hub-- which has its own conduit #OhMyGulay artist cafe-- sits in an indoor garden atop the L"Azotea Building at 108 Session Road.
